Résumé:
Since the terrorist attacks of September 11th, 2001 which were conducted by the terrorist
organization of Al Qaeda, the U.S.A. has developed a new counterterrorism policy in order to
defeat this newly emerging threat. President Bush found himself forced to react to punish the
responsible for the attacks, many procedures had been taken to abolish this organization and
stop its growth. Moreover, the new President Obama, declared that he would follow a
different counterterrorism policy from Bush policy, and indeed, he was able to kill Ossama
Bin Laden the leader of Al Qaeda after ten years of fight. Thus, the aim of this dissertation is
to assess the U.S. counterterrorism policy during the presidencies of Bush and Obama. Taking
Iraq as one of the countries concerned with U.S. counterterrorism Agenda and one of the
countries where terrorism ranks its highest levels would allow to assess the effectiveness and
validity of U.S. counterterrorism policy in Iraq from 2003 until 2011.
