The Internet of Vehicles (IoV) is an advanced communication system that facilitates the exchange of information between vehicles, road infrastructures, and various other connected components. Ensuring effective and reliable communications necessitates selection algorithms of the best available network for moving vehicles. The primary objective of these algorithms is to select the most suitable network by considering multiple criteria. These criteria ensure stable and high-performance connectivity, which is essential for intelligent traffic management, real-time information services, and vehicle control. In this work, we propose an algorithm for the best network selection and implement this algorithm on OMNET++
