Since the 1990s, networking technology and mobile radio have experienced phenomenal
advances. This technological evolution has taken place simultaneously with the network, the
application and the user's need. The rapid evolution of technology has led to the emergence of
a heterogeneous environment where coverage is guaranteed by the coexistence of several types
of networks. The challenge that this design prevents is knowing how to move seamlessly
between multiple networks. A user in a wireless network environment has a decision to make
regarding which access networks to use because this decision affects the quality of data
transfers. In this context, we worked on the proposal of a selection algorithm in heterogeneous
environments where the main role is to allow à user to connect with the best network with the
best performance data. Therefore, we proposed a new algorithm based on the quality of service
comprising several selection criteria. We used the OMNet++ network simulator to evaluate our
proposal by studying the behavior of a mobile node in a heterogeneous environment and
interpreting the results of the simulation.
