الحكومة الإلكترونية والديمقراطية الإلكترونية: مجال التقارب في مجتمع المعلومات

Abstract

تناقش هذه الورقة تأثير الحكومة الإلكترونية على الديمقراطية من خلال نشر المعلومات والمشاركة الإلكترونية وصنع القرار، وكذلك الفوائد التي تعود على المواطنين والشركات والإدارة العامة والمجتمع. كما تركز أيضاً حول تأثير الحكومة الإلكترونية على الديمقراطية ونستعرض الأدبيات في ثلاثة أجزاء: (أ) تعريف الحكومة الإلكترونية وأهميتها، (ب) سياسة المعلومات و (ج) الديمقراطية الإلكترونية من خلال المعلومات والمشاركة الإلكترونية. This paper discusses the impact of e-government on democracy through the dissemination of information, electronic participation and decision-making, as well as the benefits for citizens, companies, public administration, and society. It also focuses on the impact of e-government on democracy, and we review the literature in three parts: (a) the definition and importance of e-government, (b) information policy and (c) e-democracy through information and electronic participation.
