رقمنه الثروة العقارية لدى المديرية العامة للأملاك الوطنية: أي تجليات تقنية و تشريعية؟

Abstract

تهدف هذه الورقة إلى إبراز تجليات انخراط المديرية العامة للأملاك الوطنية ومصالحها الخارجية في التحول الرقمي ، لتسيير الثروة العقارية وحمايتها ، بعدما أثبت التسيير الإداري الورقي التقليدي قصوره، من خلال اعتماد خارطة طريق الكترونية ، مستندة على عدة تطبيقات الكترونية مكتبية، تجد مرجعيتها التشريعية في جملة من النصوص القانونية والتنظيمية، كل ذلك من أجل تجسيد برنامج رئيس الجمهورية الرامي إلى تكريس الإدارة الالكترونية، لاسيما التعهد رقم 25، وغيره من التعهدات التي تعكس مشروع الجزائر الالكترونية المعد منذ سنة 2008. This paper aims to highlight the manifestations of the involvement of the General Directorate of National Property and its external interests in the digital transformation, to manage and protect real estate wealth, after the traditional paper-based administrative management proved its shortcomings, by adopting an electronic roadmap, based on several electronic office applications, which find their legislative reference in a set of legal and regulatory texts, all in order to embody the program of the President of the Republic aimed at consecrating electronic administration, especially Commitment No. 25, and other commitments that reflect the electronic Algeria project prepared since 2008.
