الدور التكاملي للوقف والزكاة في دعم الاقتصاد التضامني مع الإشارة للتجربة الجزائرية - ما لها وما عليها -

Abstract

للنظام الاقتصادي الإسلامي أدوات مالية إلزامية كالزكاة وأخرى تطوعية كالوقف وهما أداتين متكاملتين من حيث الأهداف رغم اختلاف كل منهما في المنطلقات، ولطالما كانتا ركيزتين من ركائز النظام المالي الإسلامي عبر التاريخ، إذ كانت لهما آثارهما التنموية الشاملة على الفرد والمجتمع اقتصاديا واجتماعيا. لكن مع تراجع أدوارهما بسب مختلف الظروف، ومع تزايد الاهتمام بصور جديدة للتنمية الاقتصادية والاجتماعية في إطار ما اصطلح عليه بالاقتصاد التضامني؛ برز الاهتمام بإعادة الاعتبار لهما وتفعيلهما من خلال صناديق أو مؤسسات مستقلة خاصة بهما، تسهم بالتعاون مع مختلف القطاعات في التنمية الشاملة للمجتمع، وهذا ما سعت التجربة الجزائرية لتحقيقه رغم التحديات والتجاذبات التي تحدّ من نجاعتها. The Islamic economic system has mandatory financial instruments such as Zakat and voluntary instruments such as endowment “Waqf”, which are two complementary tools in terms of objectives despite the difference in each of them in premises, and they have always been two pillars of the Islamic financial system throughout history, as they had their comprehensive developmental effects on the individual and society economically and socially, but with the decline of their roles due to various circumstances, and with the increasing interest in new forms of economic and social development within the framework of what was termed the solidarity economy, interest emerged to rehabilitate them and activate them through funds or Independent institutions of their own, which contribute in cooperation with various sectors to the comprehensive development of society, and this is what the Algerian experience has sought to achieve despite the challenges and tensions that limit its effectiveness.
