انعكاسات جائحة كوفيد 19 على قطاع النفط في الجزائر

Abstract

تهدف هذه الورقة البحثية إلى معرفة انعكاسات جائحة كوفيد 19 على قطاع النفط في الجزائر من خلال تسليط الضوء على تطور انتشار فيروس كورونا في العالم وفي الجزائر وانعكاساته على الاقتصاد الجزائري عموما وقطاع النفط. اعتمدنا في هذه الورقة البحثية على المنهج الوصفي التحليلي. وخلصت هذه الورقة البحثية إلى أن تعطيل النشاطات الاقتصادية وتوقف حركات النقل في فترة بداية انتشار الفيروس أدى إلى انخفاض الطلب على النفط مقابل زيادة المعروض النفطي ما سبب انهيار في أسعار النفط في السوق الدولية وهو ما انعكس سلبا على قطاع النفط في الجزائر إذ انخفضت صادرات وإنتاج النفط خاصة خلال فترة بداية الجائحة. واختتمت الورقة بنظرة استشرافية موجزة لمستقبل قطاع النفط في الجزائر والذي ينبأ بانتعاش القطاع في المستقبل حيث قامت الحكومة من خلال قانون المحروقات الجديد بفتح المجال للشراكة الوطنية-الأجنبية مع شركات عالمية رائدة في مجال التنقيب واستكشاف النفط باستخدام أحدث التكنولوجيات. This research paper aims to know the repercussions of the Covid-19 pandemic on the oil sector in Algeria by shedding light on the development of the spread of the Corona virus in the world and in Algeria and its repercussions on the Algerian economy in general and the oil sector. In this research paper, we relied on the descriptive analytical method. This research paper concluded that the disruption of economic activities and the suspension of transport movements during the period of the beginning of the spread of the virus led to a decrease in the demand for oil in exchange for an increase in the oil supply, which caused a collapse in oil prices in the international market, which negatively affected the oil sector in Algeria, as oil exports and production declined. Especially during the onset of the pandemic. The paper concluded with a brief forward-looking view of the future of the oil sector in Algeria, which predicts the sector’s recovery in the future, as the government, through the new hydrocarbons law, opened the way for national-foreign partnership with leading international companies in the field of oil exploration and exploration using the latest technologies.
