تداعيات البعد الثقافي الدولي على الثقافة الوطنية (تحديات الواقع وسياسات المواجهة)

Abstract

أحدثت نهاية الحرب الباردة تحولات جذرية في مختلف عناصر النظام الدولي وأسهمت في إرساء واقع دولي جديد يتسم بمحاولة هيمنة الولايات المتحدة الأمريكية عبر نموذجها المعرفي والاستراتيجي، لقد ساهمت تكنولوجيا الإعلام الرقمي والاتصالات وبسرعة رهيبة ،في اندماج العالم وتلاشي الحدود التقليدية المعروفة والتي لطالما شكلت عائقا في وجه هذا الانصهار تحت وقع العولمة وتوظيفها طرف من بعض المنظمات والهيئات الدولية كوسيلة للقضاء على الخصوصية الثقافية للأمم والشعوب ،و عدم الإيمان بالتعدد والتنوع عبر هندسة تصورات وأفكار تجعل من الثقافة واحدة وعالمية. إن هذا الواقع دفع بالدول التي ترغب في الحفاظ على ثقافتها الوطنية وخصوصيتها، إلى الإسراع في رسم سياسات لمواجهة هذه التحديات التي لا تؤمن بالآخرين وتعمل على جره في فلك ومسار واحد. The end of the Cold War brought about radical changes in the various elements of the international system and contributed to the establishment of a new international reality characterized by the attempt to dominate the United States of America through its epistemological and strategic model. The technology of digital media and communications has contributed, very quickly, to the integration of the world and the dissolution of the known traditional borders that have always constituted an obstacle to this fusion. Under the impact of globalization and its use by some international organizations and bodies as a means to eliminate the cultural specificity of nations and peoples, and lack of belief in pluralism and diversity through engineering perceptions and ideas that make culture one and universal. This reality has pushed countries that wish to preserve their national culture and privacy to expedite the design of policies to face these challenges that do not believe in others and work to draw them in one orbit and one path.
