التأصيل النظري للبطالة وآليات الحد من تفاقمها في الجزائر

Abstract

يستمد موضوع البطالة أهميته من خلال أثاره المختلفة على جميع الميادين، متعديّا الطابع الاقتصادي للموضوع إلى الجانب النفسي والثقافي وحتّى البعد الزمني، هذا ما أفرز حتميّة الاهتمام بموضوع البطالة من طرف الأكاديميين والباحثين وكذا المجتمع المدني والدولي، والجزائر واحدة منها لم تعرف البطالة حينها ولو نسبيّا، أصبحت الآن تعرف معدلات بطالة مرتفعة نتيجة التحول الفجائي إلى النظام الرأسمالي وما أسفره من خصخصة للمؤسسات الاقتصادية العموميّة، وما نتج عنه من فقد للوظائف كليّا أو جزئيّا. ومن خلال هذه الدراسة سوف يتم التطرق إلى تحديد التأصيل النظري للبطالة وأهم أنواعها، وعوامل انتشارها، وآليات الحد من تفاقمها. The issue of unemployment derives its importance through its different effects on all fields, going beyond the economic nature of the subject to the psychological and cultural aspect and even the time dimension, this is what resulted in the inevitability of interest in the topic of unemployment by academics and researchers as well as civil and international society, and Algeria is one of which did not know unemployment at that time, even relatively. Now high unemployment rates are known as a result of the sudden shift to the capitalist system and the resultant privatization of public economic institutions, and the resulting total or partial loss of jobs. Through this intervention, it will be addressed to determine the theoretical origin of unemployment and its most important types, the reasons for its spread, and mechanisms to limit its exacerbation.
