Abstract

إن ما كتب عن السياسة الاجتماعية يحيل نظريا نحو معان مختلفة للمفهوم تم تناولها في سياق أطر بحثية مختلفة. أما في الممارسة، فتبين تجارب السياسات الاجتماعية لدول مختلفة أن هناك تباينا في تقدير مبررات السياسة الاجتماعية، ومن يستحقها وكيف يتم توزيعها؟ لذلك يسعى هذا المقال إلى محاولة الإحاطة بمفهوم السياسة الاجتماعية السائدة من حيث المفهوم، المبررات، الفواعل والنماذج عبر طرح أسئلة ماذا؟ لماذا؟ لمن؟ وكيف؟ وقد توصلت الدراسة إلى تأكيد ضرورة أن تتحرر السياسات الاجتماعية من أولوية الأهداف قصيرة المدى المتعلقة بمسائل الفقر، البطالة، وسياسات الدعم المختلفة لترتبط بأولويات بعيدة المدى تعنى بتحقيق العدالة الاجتماعية والمساواة واحترام حقوق الإنسان لتحقيق مقتضيات الأمن المجتمعي. What has been written on Social Policy refers to different meanings of the concept that have been addressed in the context of different research frameworks. In practice, the experiences of different social policies show that there is a difference in addressing questions like, who deserves it and how is it distributed? This article seeks to understand Social Policy in terms of concept, justifications, actors, and models by asking what questions? Why? Whose? and How? The study concluded that social policies should be freed from the priority of short-term goals related to issues like poverty and unemployment, toward policies linked to long-term priorities concerned with achieving social justice, equality and respect for human rights for societal security requirements.
