الإدارة الإلكترونية كمدخل لتفعيل الرشادة الإدارية: البلدية الإلكترونية أنموذجا

Abstract

ملخص : تجسّد الإدارة الإلكترونية أسلوبا إداريا متطورا في خدمة المواطنين، وقد أحدث الاتجاه نحوها تحولا جوهريا في مفهوم الخدمة العمومية، أنهى بدرجة كبيرة التعقيدات والمشاكل التي تعترضها، وأرسى شكلا مغاير في علاقة المواطن بالدولة ومصالحها الإدارية المختلفة، وذلك عبر ترسيخ حيز من الفعالية والدقة في أداء هذه الأخيرة، وتسهيل العلاقة مع المواطن والإدارة، ضمن إطار السرعة والتفاعل وقدرات التحسين المتواصل. إن الإدارة الالكترونية إضافة إلى كونها توجها عالميا يشجع على تبني نظم الخدمات الالكترونية، فإنها في الجزائر مسار يعوّل عليه بشدة في الارتقاء بأداء البيروقراطيات والمصالح الإدارية، ويتوقع لمشروع البلدية الالكترونية أن يكون إطارا فعّالا في تحقيق الخدمة العمومية الالكترونية، والنهوض بالخدمات العامة، ويتوقف ذلك على ما تم رصده من موارد وتكوين وجاهزية للتطبيق، لمماثلة التجارب العالمية في هذا الإطار. Abstract: Electronic administration is an advanced style in providing service to citizens, where this trend has brought about a fundamental shift in the concept of public service. It largely ended the administrative complications and problems, and established a different form in the citizen's relationship with the state and its various administrative interests, by establishing a space of effectiveness and accuracy in performance, and facilitating the relationship between the citizen and management, within the framework of speed, interaction and the capabilities of continuous improvement. In addition to being a global trend encourages the adoption of electronic services systems, Algeria hop to use electronic management to improve the performance of bureaucracies and administrative interests .The e-municipality project is expected to be an effective framework in achieving the electronic public service, by adopting it on the resources, composition and readiness to applied successful global experiences.
